Victoria 3 has 97 different achievements with varying difficulty levels, ranging from very easy to very hard. They have no in-game effects and are used mainly to highlight different gaming experiences by providing players goals to strive for.

Once the requirements for an achievement have been completed, a notification pops up to notify the player – note that this happens only once per achievement (unless the achievements are removed from the player's profile using 3rd party tools). Depending on the gaming platform, the achievement can then be used as a vanity item to be displayed on the player's profile.

Note: For convenience purposes, this article references the Steam achievements mechanics, but they may be available on other platforms as well. On Steam, it is possible to see the achievements sorted by the percentage of users that managed to complete them by going to the game's global achievements page (for more precise numbers one can use the Steam web API).

Achievement eligibility[edit | edit source]

An achievement can only be acquired if the starting conditions for that achievement are met at game start and the achievement has not been acquired previously. Additionally, certain game conditions invalidate achievement eligibility.

The following block achievement eligibility:

  • Multiplayer – This includes saves made in multiplayer then loaded in single-player.
  • Debug mode
  • Game rules that block achievements – Specifically, Achievements Blocked.
  • Switching your country via the game menu option – This does not include decisions or releasing countries via the diplomacy screen.
  • After reaching the 1936 end screen – This might possibly be due to the player being taken to the country switching screen when picking "Continue Playing" at the end screen.

The following do not block achievement eligibility:

  • Older versions of the game – As long as the achievement was present in that version.
  • Non-Ironman mode – Unlike other Paradox titles.
  • Changed checksum (e.g. mods)[1].

Specific achievements often have opaque requirements – many these are clarified in the list below. Here are some general notes on achievement requirements.

  • Achievements which require starting as a certain country often set a variable on that country. Releasing and playing as another country typically prevents gaining those achievements, even if the achievement does not specifically require being country. Forming another country does not typically prevent such achievements.

List of achievements[edit | edit source]

  • The descriptions on this page are taken from the in-game achievement list; the descriptions on Steam (or other platforms) may be different.
  • The Notes column includes clarifying information regarding the achievement and short, helpful tips. It should not be longer than 2-3 lines (in total).
  • The Victoria 3 column indicates whether an achievement requires a certain DLC to complete it.
  • Achievements are categorized by the initial version that they appeared in and thus the earliest version that they can be completed on.
  • The DI column indicates the achievement's difficulty level. The initial listing uses the game's difficulty categorization, however, it can be changed according to player consensus.
The difficulty levels are:E = Easy,M = Medium,H = Hard,VH = Very Hard,UC = Uncategorized.

It is not possible to make Flag of Great Britain Great Britain a subject while they are a great power or a major power, thus you will need to weaken them in one or more wars first. 
  • In order to survive the early game, becoming a subject of a great power, such as Flag of France France, can be very helpful, both for economic expansion and military support. However, keep in mind that autonomous subjects are not automatically supported by their overlord when initiating a diplo play and the overlord may need to be swayed.
  • Expanding westward into Flag of Persia Persia and other Central Asian countries and eastward into South East Asia are good ways to build strength before taking on Great Britain and the Flag of East India East India (EIC). However, with France or another great power's support, it should be possible to take states from the EIC or Great Britain earlier.

Raising average standard of living requires increasing pop wages and reducing consumption goods costs.

Forming Flag of Iberia Iberia blocks this achievement, so hold off on unifying until it is unlocked. 

  • Lower strata pops have lower wages, particularly Pop peasants.png peasants, so it's very important to fully employ pops in buildings and not leave any subsistence farms.
  • Conquering or colonizing more states increases the number of pops whose standard of living must be raised, so expanding your market through subjects or diplomacy is preferable. Releasing states with low standard of living as subjects can be an effective way to boost the average standard of living.
  • Remember that government and military employees are pops, too; you can set their pay to the max to increase their wages and thus standard of living.

You cannot oppose the initiator or target of a play if they are your ally. You need to be allies with two countries that are secondary participants of the play on the same side, then join the other side. 

You can form the alliances after joining the play. Being on the same side of a play gives a +1000 bonus to attitude, setting it to Genial, allowing you to easily make alliances with other members of your side of the play, as long as you have +80 (Friendly) relations or +50 (Amicable) relations and much larger power projection score. Build a large navy to get diplomatic interests over the entire world, so you can participate in all diplomatic plays. Raise relations with every minor country in the game to +50 and to +80 with the Great Powers. Watch every diplomatic play for the opportunity to make two alliances with secondary participants on one side.

The achievement may be a reference to Italy joining the Triple Entente in 1915 despite being a member of the Triple Alliance with Germany and Austria-Hungary.

  • Recommended to complete with The Paris Commune, because later in the game an event pops up that switch the ideology of leader of the IG trade unions.png Trade Unions to Ideology leader vanguardist.png Vanguardist that supports Autocracy.
  • Each level of industry generates 20 or 30 urbanization, and every 100 points of urbanization will generate 1 level of urbanization center, so building 4 or 5 industries everywhere will ensure that all states you own have a urbanization center (it is recommended to use the view list in production lens to build them, so that no province will be missed). Finally, switch the production method to electric streetlights.

Forming Flag of Federation of the Andes Federation of the Andes blocks the achievement

Flag of Colombia New Granada is a good candidate to form Flag of Gran Colombia Gran Colombia 
  • They can quickly annex or subjugate their neighbors, Flag of Venezuela Venezuela and Flag of Ecuador Ecuador. Additionally, once Flag of Central America Central America breaks up, its successors are easily annexed or subjugated. New Granada can also eventually sell the Panama Canal for £30k, giving a short-term boost to the economy.
  • Flag of Mexico Mexico is an good long-term trade partner and war ally for when the player starts expanding south. Similarly, the player should befriend Flag of Great Britain Great Britain, Flag of France France, and the Flag of America United States from the start, as they are otherwise likely to intervene in diplo plays during the early stages of expansion before the player has a large enough army to hold them off.
  • When expanding southward, Flag of Brazil Brazil is a major consideration and allying them will ease the process. Conquering Flag of Argentina Argentina and Flag of Chile Chile first is easier and allows for leaving the stronger Flag of Peru Peru and Flag of Bolivia Bolivia who typically unite as Peru Bolivia for after.
  • Finally, the player needs to conquer Guyana, held by three great powers. Flag of Great Britain British Guyana is the best to start with, as it has a land border with the state of Bolívar in Venezuela. Make sure to claim and naval invade the South Atlantic Islands (Falklands) also as those are part of the La Plata region. After that, Flag of Netherlands Dutch Guyana as it neighbors British Guyana, and finally Flag of France French Guyana. For all three Guyanas, a naval invasion is useful to bypass the enemy forces on the land border and open a second, less guarded front. With the last Guyana, it can be worth it to trade an enemy war goal, in order to get the final piece of Guyana for the achievement; however be careful not to cede any territory from the required strategic regions, even just a treaty port. Alternatively, colonize/conquer states with British/French presence (outside the required regions and held by another nation) and use "Trade States".

  • The easiest way to weaken Flag of Prussia Prussia is by changing Flag of Bavaria Bavaria and Flag of Hesse-Kassel Hesse-Kassel into your Customs Union and depriving Prussia of her territory in Brunswick, effectively cutting off the Prussian economy in the Rhineland. Afterwards, weaken Prussian power by humiliating them, changing more nations from their power bloc into yours, taking Silesia and releasing nations from their territory like Flag of Westphalia Westphalia and Flag of Danzig Danzig. Prussian AI will most likely try to conquer German minors by force, so remember to always take their side.

The final step requires having at least 40% of the world's population ruled by you or your subjects. 
  • Although not a recommended nation in the select menu, Flag of Great Britain Great Britain by far is in the best position to attain this, as they start with 19% of the world's population due to controlling India, in addition to their position as #1 Great Power allowing them to skip straight to the final objective.
  • To cover the remaining population, focus on weakening Flag of China China via liberating countries and annexing their most populous states until they drop to Unrecognized Regional Power, after which they can be targeted with a diplomatic play to make them a protectorate.

Increasing education access is key to increasing pop literacy. 
  • Maximum education institution (+50% education access), the social mobility decree (+25%), and 13 standard of living (+26%, 2% per 1 wealth) is enough to hit 100% education access. Due to the need to use the social mobility decree, this should only be attempted in small or single state countries where the decree can be used in every state through the entire game. Necessary technologies are Invention empiricism.png Empiricism and Invention dialectics.png Dialectics for +1 level of education institution each, and Invention human rights.png Human Rights to pass the Compulsory Primary School law for the final 2 levels.
  • The Trade Unions are the only interest group that endorses Compulsory Primary School (unless another group's leader gains the Reformer trait), while the Industrialists oppose it, so plan on pushing for Law census suffrage.png Census Suffrage or Law universal suffrage.png Universal Suffrage to give laborers the political strength to boost the Trade Union's clout, and reduce the Industrialist's clout.
  • Suggested nations are Flag of Hawaii Hawaii and Flag of Two Sicilies Two Sicilies. The former due to being a one-state country and the latter due to likely annexing more literate Italian provinces.
  • The company Ericsson increases education access from wealth, and prior to 1.7.2, this was 5% per wealth.

Pushing for a law which is unpopular with one or more powerful interest groups is the easiest way to create a strong revolution, particularly if the IG armed forces.png Armed Forces is one of them. 

For example, as Flag of Japan Japan, reform the government to include the IG intelligensia.png Intelligentsia, and push for Law presidential republic.png Presidential Republic. The IG armed forces.png Shogunate will be upset and likely launch a revolution. When the revolution begins, during the opening moves phase of the diplomatic play you can switch to play as the revolutionary side. The Shogunate is much stronger than Intelligentsia, so you can easily crush them.

It is only possible to switch sides in the first phase of the revolution diplomatic play.

Flag of Shewa Shewa is the easiest as they start with states in two of the state regions, making it easier to increase their power quickly. 
  • As Flag of Shewa Shewa, immediately use the Unify Ethiopia diplomatic play on Flag of Harar Harar. With luck, they should forfeit the territory without a war breaking out. The other Ethiopian states will be making diplomatic plays on one another too, but you should be able to make plays on a couple of states and pick them off one-by-one. If all goes well, you will be able to form Flag of Ethiopia Ethiopia. You do not need all states to form it, though once you do, you will not be able to use the Unify Ethiopia diplomatic play again.
  • The Bandit Prince event will give you an incredibly strong general within a few months of the game starting, which makes the early wars very easy as long as you don't get sandwiched between fronts.

  • Once Norton shows up, he will immediately start a Political Movement to enact Monarchy. That's a red herring. The monarch always ends up being your country's current ruler, so Norton will not end up being Emperor. In order to enthrone him, you need to give him leadership of the Petite Bourgeoisie and get him elected President (or get him to become ruler under a different political system). In order for that to happen, his interest group needs to have the highest Clout at the end of an election.
  • Norton's popularity is high for an agitator, but it might not even be enough to get the IG petty bourgeoisie.png Petite Bourgeoisie out of being marginalized. There are many ways to increase their political power:
    • - Roll back citizenship laws to only enfranchise Primary Culture pops, as only those ever support the Petite Bourgeoisie. Law national supremacy.png National Supremacy is enough to only enfranchise Yankee and Dixie pops. Going through the American Civil War and failing to keep Dixie as a Primary Culture (which is a significant challenge) makes it much harder to garner support for the Petite Bourgeoisie, though Afro-American support might be enough if you play your cards right. It is recommended you avoid the civil war unless you have a good plan for keeping Dixie as a Primary Culture.
    • - Take advantage of any events that let you boost the interest group's political power. The bonuses really stack up if you're willing to make a few sacrifices.
    • - Build Government Administrations: primary culture clerks will primarily support the Petite Bourgeoisie.
    • - Roll back freedom of speech laws and suppress/bolster the right IGs before the election to help yourself get the desired outcome.
    • - Enacting Law mercantilism.png Mercantilism ensures that Trade Centers will exclusively employ Shopkeepers, who are both wealthy and strongly favor the Petite Bourgeoisie.
    • - Law private health insurance.png Private Health Insurance provides +10% political strength to the Petite Bourgeoisie per institution level.
    • - Recruit Petite Bourgeoisie commanders and promote them to the highest rank.
  • Once Norton becomes President of the United States, you can enact Monarchy, which should be relatively easy since the Petite Bourgeoisie will support it as long as Norton is in charge and they will likely have enough support to make it an easy law pass.

  • Four types of coups can occur:
    • Autocratic coup: Country is neither an Autocracy nor an Oligarchy and the Interest Group endorses Autocracy
    • Anti-Communist coup: Country is a Council Republic and the Interest Group opposes Council Republic
    • Anti-Republican coup: Country is either Parliamentary Republic or Presidential Republic and the Interest Group opposes Republics
    • Anti-Monarchist coup: Country is a Monarchy and the Interest Group opposes Monarchy
  • The Armed Forces are usually indifferent to any of the laws described above. The only way to get them to care about the government is to wait for the leader of the armed forces to have a trait like Monarchist, Republican, Theocrat etc.
    • Since at game start the most countries are monarchies, the quickest way to get a coup is to restart until the leader of the armed forces has the trait Republican.
    • To increase the Armed Forces clout, bolster them, hire and promote their generals and admirals, expand the army, increase army funding or employ people in the military industrial complex.
    • To get the Armed Force's approval below 0, fire their generals or admirals, decrease their funding or pass laws that they oppose. Be careful to not push them below -10 or they might leave the government and start an insurrection. Starting in a country that already has unfavorable laws to the Armed Forces (e.g. Tripolitania) will help.
  • The event is random and might not fire immediately even when all conditions are satisfied.

    • This opens up the door to getting the achievement much faster by utilizing releasable nations. For example, as Flag of Denmark Denmark, you can build and privatize a whaling station on Iceland. Once the building is successfully sold, release and play as Flag of Iceland Iceland. You can subsequently nationalize the whaling station, and from then on just need to wait 12 years for the achievement.

  • With Great Britain’s protection, you can keep Russia from invading you for quite a long time. Since Circassia has access to the sea, you can expand yourself by colonization or conquering.
  • A random event will add North Caucasian as a primary culture, which has Mideast heritage. With that, you can simply conquer every Mideast country to strengthen yourself. When prepared, attack the Russians to get state of Kuban to trigger the achievement. (You can see before declaring war if the British are likely to join you.)

Best done on a non-Ironman game, as you could lose all progress if the leader kicks you out of the bloc.

  • While colonizing, you need to directly control the territory or you'll get unpassable terrain.
  • Forming Flag of India India does not block this achievement provided it is formed by Flag of Hindustan Hindustan.
  • You can actually start with EIC, raise your taxes and waiting for stability to drop, in the meantime annex as many vassals as you can. Right before civil war event pops up, give every possible province to Hindustan, and choose to play as Hindustan in the event. Save your game and reload, you'll see this achievement is able to unlock.
