Trade goods in the French market.
Goods, or Trade Goods, represent natural resources, manufactured goods, or services which make up the economy of countries. Each good has a base cost per unit, which varies in each market depending on relative supply (sales) and demand (purchases) up to 75% more expensive or cheaper than the base price. Goods are produced by one or more buildings and consumed by buildings or pops. Most goods can be traded from one market to another.
All in-game goods are abstracted to some degree, representing several similar or related real-world materials or goods. More advanced or higher quality goods are generally represented by a larger quantity of the good rather than a separate good.
Balancing the supply and demand of goods makes up a large part of gameplay in Victoria 3.
There are four broad categories of goods:
Staple goods are everyday goods that pops need to live, such as food to eat, wood to heat their homes, and clothes to wear. Staple goods tend to be purchased in vast quantities by poor and middle class pops, while richer pops generally avoid them in favor of their luxury variants.
Luxury goods are the things that pops do not necessarily need but definitely want, such as fine foods, luxury drinks like tea and coffee, or fine clothes made from Chinese silk. Luxuries tend to be more profitable to produce than staple goods, but depend on having a customer base with money – a poor factory worker isn't going to be buying a whole lot of mahogany cabinets.
Industrial goods are goods such as iron, coal, rubber and lead whose main purpose is often to be converted into other, more profitable goods. Securing a steady supply of vital Industrial goods is crucial to industrialization and growing the GDP of the country.
Military goods are goods such as small arms, ammunition and warships that are used by military buildings to arm and supply the armies and navies of the 19th century nations. The more technologically advanced the army or navy, the more complex and expensive military goods they will need.
Of those, staple and luxury goods are mainly consumed by pops, while industrial and military goods are mainly consumed by buildings. More details on individual goods can be found below.
Column key:
- Base cost: the cost of this good when buy and sell orders are equal
- Traded quantity: number of units traded per level of trade route for this good
- Prestige factor: amount of prestige gained by the third-largest producer of this good; second-largest producer gains ×2, and largest gains ×4
- Convoy cost multiplier: the number of convoys required to ship one unit of this good
- Consumption tax cost:
authority cost to establish a consumption tax on this good
- Obsession chance: multiplier to chance of a culture gaining this good as an obsession; goods without an obsession chance cannot become obsessions

Prestige goods are variants of regular goods. Each prestige good is connected to a company. Many flavored companies have preset flavored prestige goods that they produce as long as they are prosperous, while companies can make generic prestige goods only after completing a journal entry. Prestige goods are produced only by buildings owned by the relevant company. Generic prestige goods are produced by a number of different companies while flavored prestige goods are only produced by a specific company. Generic prestige goods can be renamed.
Prestige goods are identical to their base good for most purposed and are used interchangeably for inputs and pop needs. Buildings that use prestige goods as an input gain a throughput bonus and pops give prestige goods higher weight for goods substitution for needs, default +50%. Prestige goods provide the following scaling effects multiplied by their relative proportion:
| Function |

|
| As building input |
+20% Throughput
|
| As military building input
|
- +15%

- +15%

|
| In local market for pop needs |

|
| As pop needs purchase |
+40% Standard of Living (capped to +20% at 50% or more proportion)
|
| In national market for obsession spawn chance |

|
Being the leading producer of a prestige good provides three times the prestige of the base good with the same relative scaling amount for 1st, 2nd, and 3rd. The leading producers of prestige goods are calculated separately from the base goods.

Oil,
rubber, and
gold can be discovered in a state provided its owner, or the owner of a neighbouring state, has the right technology. Some gold and rubber resources are present at the start of the game; those amounts are included in the tables below. Oil can also be gained from
whaling, and that oil is not included in the tables below.
Undiscovered resources in a state may not be revealed all at once; the amounts in the tables below are the maximum amounts that can be revealed in that state. If a state is
split between two or more countries, its resources are split roughly proportionally as well.
